Naming system for identifiers assigned to unidentified patients (e.g., unconscious patients who cannot provide identification) when the receiving healthcare organization is unknown or its tax ID (Soliq) is not available. This is a fallback; the preferred approach is to use organization-specific temporary medical record numbers (https://dhp.uz/fhir/core/sid/pid/uz/prn/{soliq-id}/mrt) when the organization is known.
